About the SSM Mandate and MBRS 2.0 System

Suruhanjaya Syarikat Malaysia (SSM), the Companies Commission of Malaysia launched the Malaysian Business Reporting System (MBRS), the digital submission platform, for companies to file their Annual Returns (AR), Financial Statements and Reports (FS), and Exemption Applications (EA) in the eXtensible Business Reporting Language (XBRL) format in 2018. 

On 25 September 2024, MBRS 2.0 was released.

IRIS INSTANT 2.0 accepts PDF files only for AI-powered data extraction. For best MBRS 2.0 compliance outcomes, upload non-scanned, image-free PDFs - these yield the highest AI extraction accuracy. Scanned PDFs are supported but may result in lower field-level precision, which could require additional manual review before filing submission.
IRIS INSTANT 2.0 operates as a standalone XBRL filing preparation tool and is not directly integrated with the SSM Portal. Once your filing is ready, simply download the XBRL ZIP package from IRIS INSTANT 2.0 and upload it manually to the SSM Portal. This streamlined two-step filing workflow is fully documented in the User Guide for a smooth handoff.
Only .xml files are accepted for Previous Year data import. PDF, Excel, and other formats are not supported and will be rejected immediately. The XML must be sourced from the prior SSM submission for the same entity - ensuring accurate year-on-year data continuity for your MBRS filings.
Inside the Webform for your current year filing, click the three-dot menu (⋯) located next to the Generate button. Select "Upload Previous Year XML" from the dropdown. This filing preparation step is designed for quick access, keeping your compliance workflow efficient and uninterrupted.
Uploading a Previous Year XML completely overwrites all AI-extracted PY values. Fields present in the XML are replaced with XML data; fields absent from the XML are left blank - AI values are not retained for those fields. This ensures data accuracy by prioritising your authoritative SSM source over AI extraction for year-on-year comparisons.
IRIS INSTANT 2.0 is optimised for Google Chrome, Microsoft Edge, Brave, and Mozilla Firefox - the most widely used browsers. For reliable performance during filing preparation, a minimum of 4 GB RAM and a dual-core processor is recommended.
Yes - all XML-populated fields remain fully editable, giving your team complete filing control after import. However, note that re-uploading the XML at any point will overwrite your manual edits with the new XML data. Plan your data management workflow accordingly, especially when making last-minute adjustments before final filing submission.
The PDF bounding box highlighting is exclusively available for values extracted directly via AI from the uploaded PDF. PY values populated through XML upload have no corresponding PDF source location, so the PDF viewer is not triggered for those fields. This is by design - XML-sourced values are treated as verified SSM data, not AI-extracted values requiring source traceability.
MBRS 2.0 is the updated version of the Malaysian Business Reporting System, launched by SSM on 25 September 2024. It replaces the original platform with improved XBRL taxonomy support, stricter validation rules, digital signatures, and a cleaner submission interface. All companies required to file with SSM must now use the MBRS 2.0 system for their annual returns and financial statements.
MBRS submission is the process of filing your company's annual returns and financial statements with SSM in XBRL format via the MBRS portal. You first convert your financial statements into the required XBRL structure using approved software, validate the file, then upload it electronically. Paper submissions are no longer accepted - all filings must go through the online system.
To use the MBRS system, start by accessing the SSM portal and downloading the MBRS preparation tool (mTool 2.0) or using a third-party XBRL platform like IRIS INSTANT 2.0. Import your financial statements, map each line item to the correct XBRL tag using the provided taxonomy, validate the output, and submit electronically. Most CoSec firms use specialised software to automate the tagging and reduce errors.
Filing through MBRS is mandatory for all companies incorporated in Malaysia that are required to lodge financial statements with SSM. This covers private limited companies (Sdn. Bhd.), public companies (Bhd.), companies limited by guarantee, and foreign companies registered in Malaysia. Both MFRS and MPERS preparers must comply
For companies, MBRS reduces paperwork and speeds up the filing process significantly when using good software. For regulators, it means financial data can be analysed at scale instantly. For investors and lenders, XBRL-tagged accounts are easier to compare across companies. Overall, the system improves the quality and accessibility of Malaysia's corporate financial information.
MBRS 2.0 introduced an updated XBRL taxonomy aligned with current accounting standards, improved validation rules that catch errors before submission, digital signature support, and an expanded list of supported filing types. The new version also handles submissions for Bank Negara Malaysia-regulated entities and Companies Act 1965 entities - both excluded from the original system.
The most common issues are mismatched numerical values (totals that don't reconcile with subtotals), selecting the wrong XBRL tag for a disclosure item, and missing mandatory context data like the reporting period or entity identifier. Many firms also leave Director's Report and Auditor's Notes untagged. All of these get flagged by SSM's validation engine and result in a rejected submission.
Annual returns must be filed within 30 days of your company's incorporation anniversary. Audited financial statements must be filed within 30 days of being presented to members (for private companies) or within the period specified under the Companies Act. Filing late, even by a day, can trigger penalty fees - so prepare your XBRL file at least a week before the deadline.
